I don't see any reason why not. I'd guess that they're going to be available at roughly the same time in Canada as they are in the US if not the exact same time.

Yes, the Cards will be available in Canada. The Launch Date for the Huntik TCG is on February 17, but you can get a sneak preview of the Huntik cards and even get a starter deck to keep for your very own at Upper Deck Day on February 7. You can learn more at www.upperdeckday.com

Will it be a prize on the prize page?

At retail I believe that the Starter Decks will cost about 11.99 to 13.99 (depending on where you live). Although, at the Upper Deck Day event, they'll be given out for free.
